Rickey attended Hanover County Public Schools... East End and Battlefield Park Elementary, Stonewall Jackson Jr. High, and graduated from Lee-Davis High School (Mechanicsville High School) in 1978.


He also graduated cum laude from each of the following:

  • St. Paul’s College in 1998 with a Bachelor of Science degree in Organizational Management 
  • J. Sargeant Reynolds Community College in 1996 with an Associate of Applied Science degree in Administration of Justice.
